CA Town: Charge 5 Year Olds With Bullying

An anti-bullying ordinance in a city near Los Angeles seeks to criminalize bullying and charge anyone caught from kindergarten to the age of 25 with a misdemeanor, as well as hold the parents or guardians responsible for the act.
According to an NBCLosAngeles.com report, the proposal passed the first reading Tuesday in the city of Carson and will become law next month if it is approved at a second reading.
Here is what the law would entail from the report:
• Anyone caught harassing someone, age 5-25, and the act is shown as leading to physical or mental harm, the bully is charged with a misdemeanor or infraction.
• Parents or guardians would also be responsible for the bully's actions
• Cyberbullying is included
The ordinance defines harassment as "any conduct, whether verbal, physical, written or by means of any mode of communication" that leads to a person feeling "terrorized, frightened, intimidated, threatened, harassed or molested and which serves no legitimate purpose."
